BYPASS PROPOSAL COMPARISON

 

This comparative study will address (2) two proposed routes for the Wilmington area bypass.  The (2) routes will be identified as: ‘5A, C’ ("refined alternative", current ODOT proposal) and ‘Direct N/S – I-71' (CCCRD proposal and highly popular in the Wilmington area).

 

DIRECTIONAL LAYOUT

 

Both routes begin at the intersection of SR 73 and Airborne Rd.  Both routes continue around behind the Wal Mart store, cross US 22 / SR 3 (east of Wal Mart), then due north and cross the railroad (east of the Elk’s golf course).  After crossing the railroad, the (2) routes proceed differently as follows:

  • 5A, C goes basically west along the north edge of Wilmington.
  • Direct N/S – I-71 goes basically north to I-71.

The (2) routes terminate as follows:

  • 5A, C at SR 73, west of Wilmington near Mitchell Rd. intersection.
  • Direct N/S – I-71 at I-71, at or near the existing SR 134 / I-71 overpass.

 

TECHNICAL SPECIFICATIONS

 

Basic design specification:

  • (Both proposals) – 4 lane, ‘super highway’ design with split-level interchanges and overpasses.

 

Access to I-71:

  • 5A, C – (1) access via US 68 north, 4.1 miles of existing 2-lane highway; (1) access via SR 73 west, 4.3 miles of existing 2-lane highway.
  • Direct N/S – I-71 – direct access at termination point (interstate type interchange).

Over-all length (new highway):

  • 5A, C – 6.8 miles.
  • Direct N/S – I-71 – 6.9 miles

Estimated cost (total):

  • 5A, C – per ODOT estimate, $93.1 million.   Note: Does not include estimates for extensive upgrades to address safety and traffic flow issues on SR 73 and US 68.  Based on the 1994 Miami Valley Regional Planning Commission recommendation for a Wilmington bypass and the required upgrades to existing Clinton County highways the TRUE OVERALL COST for bypass and other highway improvements will total $185.9 million.  ODOT does not address the difference of $92.8 million in their current bypass proposal.  That difference along with other negative environmental impacts are hidden costs related to ODOT's proposal.  ODOT's proposed bypass cannot accomplish full functionality and provide the over-all community highway system improvements without the 'hidden cost' upgrades to the existing highways.
  • Direct N/S – I-71 – per CCCRD estimate, $82 to $86 million.  Note: Dollars spent here also address safety and traffic flow on SR 73, US 68, and US 22 / SR 3.  The estimated cost here is the total cost associated with the proposed route.  There are no hidden costs and the route as proposed would be fully functional and provide our over-all community the highway system improvements and benefits as noted.

 

Truck routing comparison:

For this comparison, (3) three trucks are routed from SR 73 / Airborne Rd. to (3) three different existing locations on I-71 at interchanges with SR 73, US 68, and SR 72.  A total of (6) routes (3 each bypass) were calculated for distance and travel time.  Note: travel times and average speeds were calculated using identical parameters and methods for all routes.

 

  • 5A, C: avg. distance  = 11.9 mi.; avg. travel time = 14.46 min.; avg. speed = 49.5 MPH (4 lane / 2 lane combination)
  • Direct N/S – I-71: avg. distance  = 12.3 mi.; avg. travel time = 13.45 min.; average speed = 55.0 MPH (all 4 lane)

COMPARISON SUMMARY

 

PRO (favorable advantage):

  
  • 5A, C –

           1.      Does divert traffic on SR 73, US 22 / SR 3, and US 68 around downtown Wilmington.

 

  • Direct N/S – I-71 –

1.      Does divert I-71 northbound and southbound traffic to and from SR 73 / Airborne Rd. and east Wilmington area away from downtown Wilmington.

2.      Diverts I-71 traffic away from SR 73, US 68, SR 72, and US 22 & SR 3.

3.      Safe, easy, convenient heavy truck I-71 access to DHL and other east Wilmington area business / industrial locations.

4.      Less cost.

5.      Overall safety!!!

 

CON (unfavorable disadvantage):

 

  • 5A, C –

1.      Funnels 4-lane bypass traffic onto existing 2 lane highways (SR 73 and US 68).

2.      Safety (traffic onto existing 2 lane highways with heavy traffic and safety problems).

3.      Higher cost.

4.      Tendency to divert SR 73 & US 22 / SR 3 potential business traffic away from downtown Wilmington business area.

5.      Overall safety!!!  (Safety issues on SR 73 and US 68)

 

  • Direct N/S – I-71 –

0.   Difficult to identify any issues – CCCRD is looking for help here (????????).
