REGULAR MONTHLY MEETING NOTICE

at the Presbyterian Church

The meeting is an open public meeting and non-members are
invited. All Clinton
County residents are invited to attend.
At each meeting, CCCRD will update the status of the
bypass issues. Also, we will be organizing for fund raising
and for public awareness of our purpose and cause (esp. the bypass
legal issues).
A brief summary of the cause for CCCRD initiating court
action:
1. The bypass project has not been planned and developed
adequately to protect our community's environmental
interests.
2. Federal and state laws have been and continue to be
violated regarding the bypass project.
3. The bottomline, ultimate goal for the bypass project to
meet the OVER-ALL Clinton County community's best interest has been
ignored.
Note: At the Wed., Oct 4th meeting, your commissioners
refused to answer CCCRD's questions specifically on the
commissioner's consent and co-operation agreement with ODOT (to
construct the bypass). Our questions were detailed and
specific about how the commissioner's made their decision to approve
the agreement with ODOT to construct the bypass project. The
commissioners refused to explain their actions in behalf of Clinton
County regarding the bypass project. Instead the commissioners
deferred to ODOT to answer in their (commissioners)
place.

Is it unreasonable to request that the Clinton County
Commissioners directly answer questions specifically about their
official actions in behalf of the citizens of Clinton County?
Such as: 1) What does the action(s) mean to
Clinton County financially? 2) What
are the reasons for and in support of the decision to commit Clinton
County to the conditions of the action(s)?
During the Oct. 4th meeting with the
commissioners, CCCRD was requesting THEIR (NOT
ODOT's) direct answers to eight (8) questions that were
specific and based on items 1 and 2 above.

thoughts and facts
The SR 73 Relocation
/ Wilmington bypass project fails to provide for the northern
Clinton County / Wilmington overall area’s need for:
1.
Safe and efficient transportation.
2.
A decisionmaking process that will assure the need for an
overall best interest solution to the environmental improvement of
the community’s highway system.
Factors contributing to the project's failure
are:
1.
The project segments (isolates) Wilmington / downtown from
the rest of the northern Clinton County community.
2.
The project is narrowly focused and biased in addressing
downtown Wilmington’s traffic issues only.
3.
The bypass project heavily favors downtown
Wilmington and DHL.
However, it’s difficult to recognize the DHL “win” with the
bypass (i.e. no direct connection to I-71 for interstate heavy
trucks). Any DHL to I-71 truck traffic STILL will not be
provided a safe, efficient DIRECT travel
route.
4.
The project does not provide for safe and efficient
transportation THROUGHOUT the northern Clinton County highway system
-- especially on SR 73 west, US 68 north, SR 72, and US 22/SR 3
east.
5.
The project does not provide for safe and efficient traffic
flow (esp. trucks) between DHL and I-71 (both
directions).
6.
The project does not provide comparison of other
reasonable alternative solutions (no plus & minus balance or
reasonable method of choice).
